This API will validate the correctness of biller subscription details. Prior
to initiating bill payment, it is required to call this API in case the
following two scenarios in Biller MDM Responseare true:
a) If Fetch_Requirement = NOT_SUPPORTED
b) If SupportBillerValidation = OPTIONAL or MANDATORY
